Dry!
I had expectations for this. I usually buy Estee Lauder. This one was on special price and I wanted to try it. You can apply it ONCE on the lashes and then it dries in, and everything beyond the first coat clumps and is dry. The best mascara for MY lashes!
I have found the best mascara for my lashes, I am lucky to have long lashes, but not full ones. This one makes my lashes look fuller!
