There are a few different reasons why it feels like "flour", like if the spray is held too close to the scalp, or if you use too much at once, the powder can end up as a concentrated layer and feel dry, powdery, or sticky – like flour. Maybe it can help to hold the bottle a bit further from the scalp and spray in short bursts. Let it sit for 1-2 minutes before massaging in and brushing out thoroughly. I hope otherwise that you have something else tried and tested from before that you think works better, otherwise there are quite a few other dry shampoos to choose from ✨
