You can use moisturizer underneath. This "feels" moisturizing but doesn’t contain many moisturizing ingredients. Theoretically, with a thick water-in-oil emulsion like Nivea, it might be harder to apply enough SPF for full UV protection. But I use it myself like that (over Decubal Repair Creme) and it seems to work. I use quite a little moisturizer in the morning, apply it on damp skin, and let it dry completely before sunscreen.
(If you need reliable, long-lasting sun protection for the beach/trekking/construction work, I still recommend EVY or some Anthelios or other L’Oréal brands. These Korean ones are definitely not as sweat- and water-resistant.)
