Water is the first ingredient on the ingredient list, but since dimethicone (silicone) is the third ingredient and there are also several other silicones towards the end of the ingredient list, I would describe the foundation as a water-based foundation with silicone-based ingredients. 😊
However, this does not mean that you should only use a water-based primer just because water is first. I would rather recommend a silicone-based primer, as it should work well with the foundation's texture and provide a smoother base. 🥰
